　　4月24日电(张乃月)综合美媒消息，继加州之后，当地时间23日，美国又有12州就关税问题起诉美国特朗普政府。

　　“开启法律斗争之门”

　　据悉，纽约州、亚利桑那州、科罗拉多州、康涅狄格州、特拉华州、伊利诺伊州、缅因州、明尼苏达州、内华达州、新墨西哥州、俄勒冈州和佛蒙特州在美国国际贸易法院提起诉讼，要求停止关税政策，并表示这些政策给美国经济带来混乱。

　　据报道，该诉讼称，特朗普实施的政策只是“一时兴起”，而非合法权力的合理行使。

　　诉讼质疑特朗普声称可依据《国际紧急经济权力法》随意加征关税，要求法院宣布关税措施非法，并阻止政府机构及其官员执行关税。

　　诉讼称，这些关税“增加了购买经济活动所必需的设备和物资的成本”，违反了美国宪法规定的权力分立原则。

　　美国政治新闻网POLITICO称，特朗普是首位根据20世纪70年代颁布的《国际紧急经济权力法》征收关税的总统，此举为“考验总统行政权力极限”的法律斗争打开了大门。

　　近期，美政府声称发生与“毒品、非法移民”等相关的“紧急事件”，并据此开始对加拿大、墨西哥等国加征关税。特朗普还声称美国的“贸易赤字”构成了紧急情况。

　　一些法律学者认为，法官可能会认为总统动用紧急状态法非法，这或许可以打击美政府的关税政策。不过，诉讼可能需要耗时数月甚至数年才能得出结论。

　　美国司法部未立即回复置评请求。

　　多州批评关税“非法且鲁莽”

　　纽约州州长霍楚尔在声明中称，“不计后果的关税措施已让消费者开销剧增，并在全国范围内引发经济混乱。”

　　纽约州总检察长詹姆斯表示，总统此前承诺会降低物价，减轻生活成本，但关税将对美国家庭产生完全相反的影响。

　　亚利桑那州总检察长梅耶斯认为，关税计划不但“鲁莽”，而且“非法”。因为从法律上看，总统无权发布这些关税。

　　她表示，无论白宫如何发声，关税都是一种税，最终会转嫁给亚利桑那州的消费者。“(关税造成的)损害绝非理论上的，它时时刻刻都在发生，其连锁反应已经开始显现。”梅耶斯说。

　　此前，美国加州州长纽森16日宣布就关税问题起诉特朗普政府。加州成为全美首个就此问题起诉特朗普政府的州。
